It clarifies that an original gate pass, once endorsed, can be further endorsed once more if the entire goods are transferred in original packaging. No subsidiary gate passes can be issued for gate passes endorsed twice. For part supplies without a subsidiary gate pass, the original gate pass can be endorsed to the buyer of the remaining consignment, specifying the quantity and duty involved. These instructions should be communicated to relevant field formations and trade interests.
