Ministry of Finance Clarifies Classification of Flat Rolled Products; New Definition Effective March 1, 1989.
The circular issued by the Ministry of Finance addresses the classification of flat rolled products following a revised definition effective from March 1, 1989. Concerns were raised about products previously classified as 'flats' that do not meet the dimensions specified in chapter 72, note 1(k). Despite being solid rectangular, flat rolled, over 5 mm thick, commercially known, marketed, and previously cleared as flats, these products should not be classified as such under sub-heading 7211.11. The classification should be based on specific characteristics and dimensions per the chapter notes, and relevant authorities should be informed accordingly.
