of <h1>CBIC Circular No. 09/2023: Addressing Delays in Perishable Cargo Clearance Due to Electronic Cash Ledger Payment Issues.</h1> The circular addresses issues with the Electronic Cash Ledger system introduced by CBIC Circular No. 09/2023, which has led to delays in the clearance of perishable cargo due to payment discrepancies in the ICES system. To mitigate these issues, importers of perishable goods, petroleum products, and other essential commodities can obtain a manual Out of Charge by presenting a bank certificate of duty payment and an undertaking to cover any discrepancies. A register of such cases will be maintained, and payments will be verified by the Deputy/Assistant Commissioner. A Nodal Officer has been appointed to handle grievances related to this process.
