of <h1>Modvat Credit Not Allowed for Chlorine Used in Bleach Liquor Production; Chlorine Not Considered Waste u/r 57D.</h1> The circular issued by the Central Board of Excise and Customs addresses the admissibility of Modvat credit on chlorine used in the manufacture of bleach liquor. During a conference, it was noted that bleach liquor, exempt from duty under Notification No. 31/89, cannot be considered waste under Rule 57D. Consequently, Modvat credit is not permissible for chlorine used in bleach liquor production. The Board accepted this decision, instructing that all pending cases be resolved accordingly and any wrongly availed credits be recovered. Relevant parties and trade interests are to be informed of this decision.
