The LoC mandates at least 75 per cent of contract value be supplied from India and allows up to 25 per cent foreign procurement; shipments must be declared in Export Declaration Form/Shipping Bill. No agency commission is payable under the LoC, though exporters may use their own funds or EEFC balances after realisation, subject to AD Category I bank compliance. The circular is issued under FEMA and does not affect other legal permissions.
