of <h1>Central Board of Excise & Customs Reaffirms Two Endorsements Limit on Modvat Gate Passes; Third Endorsement is Exceptional Case.</h1> The Central Board of Excise & Customs issued a circular regarding the endorsement of gate passes under Modvat, allowing up to two endorsements. This follows a previous instruction permitting a second endorsement if the goods are transferred in original packaging. A decision by the West Regional Bench of CEGAT allowed Modvat credit on gate passes endorsed thrice, but the Board considers this an exception. The Board insists on adhering to its original instruction from April 17, 1989, and this exception should not apply to other cases. Field formations are instructed to comply with the original directive.
