New units for worn clothing are not permitted, but existing units may renew their licenses for five years, subject to specific export conditions. Plastic recycling units can extend their licenses for 18 months, with potential amendments to SEZ and foreign trade policies to allow new units. Both types of units must meet Net Foreign Exchange (NFE) obligations and are permitted to clear goods domestically and to other SEZs/EOUs without affecting mandatory export obligations.
