Virtual Hearings Now Mandatory for Adjudication and Appeals per Revised Guidelines under CGST, Customs, and Excise Acts.
The revised guidelines mandate virtual personal hearings under the CGST Act, 2017, Customs Act, 1962, Central Excise Act, 1944, and Chapter V of the Finance Act, 1994, due to COVID-19. Virtual hearings are now compulsory for adjudication and appeals, using video conferencing to facilitate stakeholders and ensure social distancing. Guidelines include mandatory email communication, submission of documents, and decorum maintenance during hearings. Hearings will be recorded, and modifications to records must be made within three days. Exceptions for in-person hearings are rare and require written approval. Previous instructions are superseded by these new guidelines.
