of <h1>Temporary Customs Clearance via Photocopies of COOC; Bonds Required; Security Varies by Importer Class; Deadline: May 7, 2020.</h1> Due to the COVID-19 pandemic and resulting lockdown, importers are temporarily unable to submit original Country of Origin Certificates (COOC) for customs clearance. To facilitate trade while ensuring revenue protection, a provisional assessment procedure is introduced. Importers can clear goods using photocopies of COOC by submitting a bond or undertaking, with security requirements varying by importer class. Status holders and certain importers are exempt from security, while others may need to provide up to 100% security of the differential duty. Importers must replace undertakings with proper bonds by May 7, 2020. Trade associations are urged to disseminate this notice.
