Import consignments from China may be stranded, leading to late filing of Bills of Entry, which usually incurs a late fee. To facilitate clearance, it is decided that no late fees will be charged if a letter from the importer or Customs Broker explains the delay was due to non-receipt of documents. This decision serves as a standing order for customs officers and staff.
