Key changes include assessing toy bills on a First Check basis, with random sampling for testing. A minimum of 10% of items from each category, such as electronic and non-electronic toys, will be sampled. Importers may warehouse goods pending successful testing. AEO clients can clear consignments provisionally with a 'No Use' bond. If samples fail testing, further samples will be tested, and non-compliant goods must be re-exported or destroyed at the importer's expense. Other provisions of the original notice remain unchanged.
