Development Commissioners are authorized to amend the tenure clause if it aligns with existing rules and state or union territory policies. These directives apply exclusively to SEZs not owned by the Government of India. Compliance with these instructions is mandatory and should be implemented immediately, as approved by the Competent Authority.
