The AC will review the request, and if approved, the goods will be identified by the custodian before transport. Loading and unloading must occur under customs supervision, with movement under customs escort, and requests should be made 48 hours before the shipping line's cut-off time. Existing procedures continue for transfers where LEO is already given. These guidelines are effective immediately.
