of <h1>Transfer of Unutilized Special Excise Duty Credit to Basic Excise Duty Accounts Simplified for Assessees.</h1> The circular addresses the transfer of unutilized Special Excise Duty (SED) credit balances in Personal Ledger Accounts (PLA) to Basic Excise Duty (BED) accounts following the abolition of SED. The Board, after consultation with the Chief Controller of Accounts, allows the transfer without the previously cumbersome procedure. Assessees must apply in quintuplicate, detailing account information. The Range Superintendent verifies and approves the transfer, forwarding necessary documents for reconciliation. A consolidated statement is sent to the Pay and Accounts Officer for account adjustments, ensuring proper credit transfer and record maintenance. Trade and field formations are to be informed accordingly.
