of <h1>New Customs Act Rules Mandate One-Time-Lock Seals for Goods Transported to Warehouses; Exceptions Apply for Certain Goods.</h1> The Customs Act, 1962 has been amended to include new regulations for the removal of goods from customs stations, specifically regarding the use of a one-time-lock (OTL) on goods being transported to warehouses. The Warehouse (Custody & Handling of Goods) Regulations, 2016, and the Special Warehouse Regulations require that goods be sealed with a serially numbered OTL, which must be documented on the bill of entry and transport documents. Customs stations must maintain detailed records of these seals. Exceptions to the OTL requirement can be made by customs authorities for certain types of goods or transport methods.
