of <h1>New Procedures for Entity Registration Under Sea Cargo Manifest & Transhipment Regulations 2018 Effective August 2019.</h1> The circular outlines the procedures for entity registration and approval under the Sea Cargo Manifest & Transhipment Regulations (SCMTR), 2018, effective from August 1, 2019. It mandates that Indian entities representing vessel masters register as Authorised Sea Carriers (ASC) with Indian Customs. ASCs and their agents must electronically submit arrival and departure manifests. The Customs Inland Manifest (CIM) is introduced for tracking e-sealed export cargo from the exporter's premises to the port. Stakeholders must register on the ICEGATE portal and follow technical guidelines for filing CIMs. The Preventive Officer at the port will verify the cargo details for compliance.
