Exporters previously using supervised factory stuffing can now self-seal, with automatic eligibility for certain exporters. Permissions for self-sealing remain valid unless revoked due to non-compliance. Exporters must declare e-seal serial numbers when filing shipping documents and procure RFID seals directly. Tampered seals will trigger mandatory inspections. The RFID seals must meet specified standards and vendors must ensure data transmission to customs authorities. The new procedure is effective from October 1, 2017, with a designated nodal officer appointed for coordination.
