of <h1>Customs Re-Testing Guidelines: Request Second Test Within 10 Days if Initial Results Are Adverse, Per WTO Agreement.</h1> The circular outlines guidelines for re-testing samples in customs procedures, following the Trade Facilitation Agreement by the WTO. It allows importers, exporters, and customs brokers to request a second test if initial test results are adverse. Requests must be made within ten days of receiving the first test results. The second test should be conducted using remnants of the original sample, and results must be considered without prejudice. The competent authority can decide based on either test, and a second re-test may be ordered if necessary. The re-testing facility is a trade facilitation measure, generally not to be denied unless justified.
