<h1>New Circular Allows Import of Most Commercial Goods as Baggage; Fax Machines Exempt from Licensing Under Chapter Note 5.</h1> The circular issued by the Central Board of Excise & Customs addresses the import of commercial goods as part of passenger baggage. It clarifies that with the revised import policy, most goods, except for 87 specified categories, can be freely imported, including through baggage. Such goods are not deemed unauthorized if brought as baggage. Specifically, fax machines imported this way are exempt from adjudication since they do not require a license under the Export-Import Policy 1992-97. The applicable duty for these commercial imports will be assessed at the baggage rate as per Chapter Note 5 to Chapter 98.
