<h1>Customs Cannot Certify Deep Sea Fishing Exports Beyond Territorial Waters; New Certification Needed by Commerce and Food Ministries.</h1> The Central Board of Excise & Customs addressed the issue of certifying the quantity and value of fish caught by deep sea fishing vessels beyond India's territorial waters and directly exported to foreign ports. It was determined that Customs cannot certify such exports as 'export goods' under the Customs Act since they occur outside Indian territorial waters. Consequently, the Ministry of Commerce and the Ministry of Food Processing Industries are advised to establish their own certification mechanism for these exports. The standard procedure for processing shipping bills will apply when fish are brought to an Indian port before being exported.
