Importers and exporters must file declarations electronically, and various registration processes are outlined for importers, customs brokers, transporters, and agents. The circular details procedures for filing bills of entry, import reports, and handling specific import/export schemes, including Drawback and EPCG. It also includes instructions for handling Bhutanese transit cargo and grievance redressal mechanisms.
