New Guidelines for Import Cargo Movement to CFS: Shipping Lines Must Specify CFS in Manifest 72 Hours Pre-Arrival.
The circular outlines the procedure for moving import cargo in containers from the port to a Container Freight Station (CFS). Shipping lines and agents must specify the CFS name or code in the Import General Manifest (IGM) as per the importers' or Customs House Agents' (CHAs) instructions, at least 72 hours before the vessel's arrival. If no CFS is specified, agents may choose one for unlisted containers. The process, effective from May 20, 2011, follows previous facility notices and includes provisions for message-based and mail-based operations if electronic systems fail. Difficulties in implementation should be reported to the Commissioner of Customs (Import).
