DGFT Clarifies Import Rules: Restricted Items Allowed Under Transferred DFIAs if Exported Before Restrictions.
The Directorate General of Foreign Trade (DGFT) has addressed issues regarding the import of restricted items through transferred Duty Free Import Authorisations (DFIA). Concerns arose from inconsistent interpretations of relevant provisions in the Handbook of Procedures (HBP). According to the DGFT, restricted items, excluding prohibited ones and those reserved for State Trading Enterprises, can be imported under transferred DFIAs without a separate import licence, provided exports were completed before import restrictions took effect. This clarification aims to streamline the import process for affected parties. Approval for this directive has been granted by the DGFT.
