SEBI Updates Guidelines for Liquidity Enhancement Schemes in Commodity Derivatives, Excludes Sensitive Commodities, Bans Certain Incentives.
SEBI has issued guidelines for Liquidity Enhancement Schemes (LES) in commodity derivatives contracts, allowing LES subject to conditions outlined in a previous circular from April 23, 2014. Additional requirements include the exclusion of 'Sensitive Commodities' from LES eligibility and restrictions on launching LES for products already liquid on any exchange unless the liquid exchange has also launched LES. Schemes incentivizing brokers based on new client codes or trade volume are prohibited. Exchanges must ensure LES does not create artificial volumes or mislead the market. The circular mandates exchanges to amend relevant regulations and inform their members.
