It instructs that exporters or their supporting manufacturers can approach the jurisdictional Assistant Commissioners of Central Excise with necessary particulars for verification. Certificates confirming the correct reversal of credit and full payment of interest should be issued by an Assistant Commissioner. If discrepancies arise, a Cost Accountant may determine the correct reversal. Certificates should only be issued after thorough verification, and previously accepted certificates by Customs do not require reissuance.
