Customs must ensure that clearance for home consumption is granted only after approval from the Plant Quarantine Officer. There have been instances of customs releasing consignments, such as garlic from China, without proper clearance, risking the introduction of pests like Embellisia allii. The Department of Agriculture has ceased issuing permits for garlic imports from China. It is emphasized that all plant imports require prior clearance from Plant Quarantine authorities.
