Exporters, Customs House Agents (CHAs), and shipping agents must submit applications to the Assistant Commissioner of Customs (Docks) with necessary documents. Cargo examination is required unless the entire shipment is being returned and has already been inspected. Permissions for shut-out are contingent on cargo matching declarations. Shipping bills must be canceled or amended, depending on the status of the goods. Exporters must not claim export benefits on returned goods and must refund any benefits received. Difficulties should be reported to the Joint/Additional Commissioner of Customs.
