Entry Inwards under Section 31 and appraisal precede mandatory sampling: three sealed samples (one sent to an authorised laboratory with a serially numbered Test Memo; two retained). Storage requires endorsement on the Bill of Entry, custodian oversight, and a Bond and Bank Guarantee; clearance for home consumption follows receipt of a satisfactory sealed test report.
