<h1>Customs Act 1962: New Streamlined Process for Late Manifest Filings, EDI Authentication, and Penalty Adjudication Effective June 1, 2010.</h1> Under the Customs Act, 1962, Import General Manifests and Console General Manifests must be filed two hours before an aircraft's arrival, with some leniency for short-haul flights. Delays have been increasing, causing inconvenience to stakeholders. Previously, penalties for delays were adjudicated with a significant time lag, leading to disputes. Effective June 1, 2010, if a competent officer deems a penalty unnecessary, delayed filings will be authenticated in the EDI system without issuing an order. If penalties are warranted, adjudication will proceed with a personal hearing and an Order-in-Original issued. Stakeholders are urged to comply with filing deadlines.
