It references a Supreme Court judgment and a Board's Circular, stating that such products are classifiable under heading 3808 of the Customs Tariff. Importers must be registered with the Central Insecticides Board & Registration Committee (CIB & RC) to import these products freely. Provisional assessments are allowed for importers obtaining registration, but this facility ends on March 15, 2011, after which all importers must present the CIB & RC certificate at import.
