Authorized Persons are instructed to facilitate exchange transactions for foreign tourists by issuing pre-paid instruments in exchange for foreign currency, with a passport serving as a valid document for issuance. These instructions are in accordance with the guidelines from the Department of Payments and Settlement System, Reserve Bank of India. The directions are issued under the Foreign Exchange Management Act, 1999, and must be communicated to relevant parties.
