For imports, manual filing is allowed for diplomatic cargo, ex-bond B/E exceeding bonded quantity, carnet imports, custodian-filed B/E for goods disposal, certain ships and boats, and EPCG concessional duty cases without an updated EDI system. For exports, it includes ship stores, deemed exports, Air India warehouse shipments, unaccompanied baggage, PAS post parcels, and re-exports under Section 74. Requests for manual filing outside these categories must be submitted for review and approval by the Commissioner of Customs.
