New Risk Management System for EOU Imports Requires Procurement Certificates; Block Transfer Certificates Phased Out by March 2013.
The circular announces the implementation of a Risk Management System for imports under the 100% Export Oriented Unit (EOU) Scheme, specifically addressing the use of Procurement Certificates. Previously, imports were cleared using Block Transfer Certificates, but this system led to reconciliation issues and delays. Effective March 1, 2013, imports under the 100% EOU Scheme will require Procurement Certificates, discontinuing the Block Transfer Certificate system. Existing Block Transfer Certificates can be used until fully utilized, with Re-warehousing Certificates to be submitted by April 15, 2013. This change aims to streamline processes and reduce confusion.
