Previously, imports were cleared using Block Transfer Certificates, but this system led to reconciliation issues and delays. Effective March 1, 2013, imports under the 100% EOU Scheme will require Procurement Certificates, discontinuing the Block Transfer Certificate system. Existing Block Transfer Certificates can be used until fully utilized, with Re-warehousing Certificates to be submitted by April 15, 2013. This change aims to streamline processes and reduce confusion.
