Customs Clarifies Importers Can De-stuff Goods at Dock or CFS; Report Issues to Commissioner of Customs.
Importers, exporters, and customs officers are informed about the procedures for handling goods under the Risk Management System (RMS) facilitated Bills of Entry. Typically, containers are not opened by Dock Officers, and goods are delivered based on container number verification. Importers usually transport loaded containers to their premises for de-stuffing but may choose to de-stuff at dock or Container Freight Station (CFS) premises. There have been instances where Dock Officers have restricted this practice. It is clarified that importers are allowed to de-stuff goods at dock/CFS premises. Any issues with this procedure should be reported to the Commissioner of Customs.
