Dealers must submit DS2 details online before the vehicle's entry into Delhi or via SMS for summary submission, followed by online filing within 48 hours. The procedure includes specific SMS formats for vehicle details, updates in case of vehicle changes, and requirements for transporters to carry receipt copies or unique SMS IDs.
