<h1>NACO Director General Can Issue Customs Duty Exemption Certificates Without Counter-Signature Until Separate Appointment.</h1> The circular addresses the process for issuing Customs Duty Exemption Certificates for imports by NACO. According to Notification No. 84/97-Cus., such certificates must be issued by the executive head of the Project Implementing Authority and counter-signed by a Joint Secretary-level officer. Currently, the Secretary of the Department of AIDS Control also serves as the Director General of NACO, allowing them to issue certificates without additional counter-signature. This arrangement will remain until a separate Director General is appointed. The clarification is communicated to relevant customs field formations to ensure smooth processing of NACO imports under the exemption.
