Manufacturer exporters have the option to execute a bond or file a Letter of Undertaking with jurisdictional authorities, while merchant exporters must execute a bond and obtain a CT-1 Certificate. The Board clarifies that manufacturer exporters do not need a CT-1 Certificate for exports. The distinction between manufacturer and merchant exporters is determined by authorities.
