Garment Exporters Granted Ad-Hoc Advance Authorizations Under Para 4.7 for Fabric Needs Exceeding 7.5% SION.
The circular addresses the challenges faced by garment exporters due to the non-issuance of ad-hoc advance authorizations under Para 4.7 of the Handbook of Procedures by Regional Authorities. It allows for the issuance of such authorizations for readymade garments of textiles and leather when the fabric requirement exceeds 7.5% of the existing Standard Input Output Norms (SION). The Norms Committee will establish ad-hoc norms considering technical inputs for specific garment styles, patterns, or designs. Exporters must include style, design, or pattern numbers on shipping documents for export obligation monitoring. This decision is approved by the Director General of Foreign Trade.
