of <h1>Exporters Must Register with Councils for DEPB Benefits; Non-Transferable DEPBs Issued Without Deficiencies.</h1> The circular addresses the issuance of transferable Duty Entitlement Passbook (DEPB) and registration with relevant business councils. It highlights the practice of issuing non-transferable DEPBs without raising deficiencies, even when exporters mistakenly apply for transferable DEPBs without proof of realization. Non-transferable DEPBs will be issued without deficiencies, but applications requiring a late cut will be returned for compliance. Exporters must register with the appropriate Export Promotion Councils relevant to their main business line to continue receiving benefits. From October 1, 2004, applications lacking proper registration will be rejected.
