<h1>Exporters Must Declare Input Details for DFRC as per Para 4.31; Customs and Excise to Facilitate Compliance.</h1> Attention is drawn to the mandatory requirement for exporters to declare the technical characteristics, quality, and specifications of inputs as per Para 4.31 of the Hand Book of Procedures (Vol.I) when applying for Duty-Free Replenishment Certificate (DFRC). Some exporters have failed to include these declarations in shipping bills, often citing limitations in the Electronic Data Interchange (EDI) system. Customs authorities are advised to update their systems to accommodate these declarations. Until then, exporters must provide an additional declaration certified by Customs. For DFRC in deemed exports, a similar declaration must be countersigned by Excise Authorities if not included in the invoice.
