Key changes include: Paragraph 5.3.1 now requires a nexus certificate from an independent Chartered Engineer for EPCG authorization, which must be forwarded to the Central Excise Authority. Paragraph 5.3.2 mandates installation certificates for capital goods within six months and spares within three years. Paragraph 5.8 revises export obligation fulfillment to 50% in specified blocks, with adjustments for high-value authorizations over 12 years. Excess exports can offset obligations, and unfulfilled obligations must be compensated by customs duties within three months.
