Foreign Trade Handbook Amended: Turnkey Project Bids Must Follow International Competitive Bidding, Evaluate on DDP Prices.
The Director General of Foreign Trade has amended the Handbook of Procedures (Vol. I) for 2004-2009, under the authority of the Foreign Trade Policy. The amendments pertain to Appendix 22C and Appendix 27, which involve the format of certificates issued by project authorities. The changes specify that the supply and installation of goods and equipment under turnkey contracts for projects financed by multilateral or bilateral agencies must comply with International Competitive Bidding procedures. These bids are to be evaluated based on Delivered Duty Paid (DDP) prices for goods manufactured abroad. This amendment is issued in the public interest.
