<h1>Foreign Trade Policy Update: Advance Licenses Now Easier with Self-Declaration, Except for Specific Items per Paragraph 4.7 Amendment.</h1> The Director General of Foreign Trade has amended Paragraph 4.7 of the Handbook of Procedures (Vol. I) under the Foreign Trade Policy 2004-2009. Licensing authorities can issue Advance Licenses based on self-declaration and an undertaking by applicants, except for specific products such as certain oils, cereals, spices, fruits, vegetables, and animal parts. Licenses for exporting perfumes and certain feed ingredients must be applied for under a different provision. For biotechnology items, a 'No Objection Certificate' from the Department of Biotechnology is required. These amendments are issued in the public interest.
