of <h1>Handbook Amendments: New Certification for Capital Goods, Export Obligation Updates, Wastage Clarifications, and Duty-Free Job Work Rules.</h1> Amendments to the Handbook of Procedures (Vol. I) 2004-09, effective from May 30, 2005, include several changes. Para 5.3.2 now requires licence holders to present a certificate from the Central Excise authority or a Chartered Engineer for capital goods installation. Para 5.19(c) and (d) address export obligations for EPCG licences, with specific conditions for refixation. Para 6.21.1(d) clarifies wastage eligibility for EOUs. A sub-paragraph in Para 6.27.2 is renumbered, and a new agency is added to Appendix 4C for issuing Certificates of Origin. Lastly, Para 4.16 allows duty-free input processing under job work regulations.
