<h1>DGFT Amends Handbook: Advance Licences via Self-Declaration; Restrictions on Agricultural, Biotech Imports & Perfumes Adjusted.</h1> The Director General of Foreign Trade has amended Paragraph 4.7 of the Handbook of Procedures (Vol. I), 2004-2009. The amendment allows licensing authorities to issue Advance Licences based on self-declaration and an undertaking for final adjustment. However, Advance Licences will not be issued for certain agricultural items, including specific oils, cereals, spices, and fruits/vegetables with duties over 30%, as well as for imports of animal organs, pepper, and certain biotechnology items without a 'No Objection Certificate'. Licences for perfumes and related compounds must be applied for under a different procedure. This amendment is issued in the public interest.
