These benefits apply to contracts with letters of intent issued before the loan suspension on October 22, 1996, evaluated under World Bank-approved procedures. The benefits cover supplies made within the contracted delivery period, including extensions. Contracts completed before this notification are ineligible for special licences unless previously applied for. The project authority must certify contracts were entered into before the specified date.
