of <h1>Foreign Trade Handbook Updated: New Rules on Import Licenses, Exemptions for Exporters, and Software Export Obligations.</h1> The Director General of Foreign Trade has amended the Handbook of Procedures (Vol.1) for the Export and Import Policy, 1997-2002. Key changes include: license holders must surrender a Special Import Licence for value shortfalls in export obligations; manufacturer exporters with significant exports and no penalties can be exempt from certain requirements; EPCG licenses can be issued with a No Objection Certificate without committee review; new agencies are added for non-preferential Certificates of Origin; and export obligations for software units are specified, including a formula based on CIF value and wage bill. These amendments aim to streamline processes and clarify obligations.
