of <h1>Amendments to 1997-2002 Foreign Trade Procedures: DEPB Transferability, Car Import Rules, and Gem REP License Validity.</h1> The Director General of Foreign Trade has issued amendments to the Handbook of Procedures (Vol.1) for 1997-2002. Key changes include allowing transferability against post-export DEPB without requiring export proceeds realization if shipments are made against an irrevocable letter of credit, certified by the bank. Additionally, imported cars cannot be sold for three years, and second-hand car imports are prohibited. Gem REP licenses now have an 18-month validity. Amendments also include updates to Appendix 32-B regarding American Quality Assessors (India) Pvt. Ltd. and a note in Appendix 25 regarding FOB value realization for shipments against irrevocable letters of credit.
