<h1>New Circular Eases CT-3 Form Access for EOUs and Tech Parks, Simplifies Excise Duty Exemption Process.</h1> The circular addresses issues faced by Export Oriented Units (EOUs) in obtaining CT-3 forms for excise duty exemption on goods purchased from Domestic Tariff Areas (DTAs). It extends the pre-authenticated CT-3 facility to Software Technology Parks (STP), Electronic Hardware Technology Parks (EHTP), and Export Processing Zones (EPZ) units. It allows these forms for procuring both raw materials and capital goods. Range Officers are permitted to authenticate CT-3 forms for EOUs and STP/EHTP units, while EPZ forms require Assistant Commissioner authentication. Goods can be procured from manufacturers or bonded warehouses. The previous circular is modified accordingly, and public notice is advised.
