New Flexibility in Handling Unregistered Drug Imports Under Advance Authorisation Scheme: Use, Re-export, or Destroy Options Expanded.
The circular addresses the procedure for handling drugs imported from unregistered sources under the Advance Authorisation Scheme. Initially, unregistered raw materials could not be diverted for domestic use and had to be re-exported if export obligations were unmet. Following representations from trade bodies, the policy now allows for more flexibility. Importers can use the raw materials for other export products or re-export them, fulfilling export obligations. Alternatively, they can destroy the materials or products in the presence of the Jurisdictional Excise Authority after paying applicable customs duty and interest, with evidence submitted to the Regional Authority.
